Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-Chair; Chuck Crickman, Suzanne Levine, Members; Bill Annable, Frank Perrotta, Alternates;  Dick Wright, Ex-Officio.

Ms. Holmes called the meeting to order at 4:40 p.m.

ADMINISTRATIVE

Minutes
The Commission reviewed the minutes of November 9, 2010 and made corrections. Ms. Levine made a motion to accept the minutes as with corrections. Mr. Unger seconded the motion. All in favor.

INTENTS TO CUT
Mr. Unger reported to the Commission on the following Intents to Cut:
  • December 1, 2010 from Peter Moore, 719 Little Sunapee, New London, NH 03257, for property located at South Road & Morse Lane, Newbury, NH, Tax Map/Lot # 034-092-064, for 50 feet of white pine, 30 feet of oak and 40 feet of hemlock. (Approved by the Board of Selectmen)
WETLANDS/SHORELANDS
Ms. Holmes reviewed the list of communications from the NH Department of Environmental Services (DES) and referred the Commission to “Attachment A” for further detail.

DES Letter to Applicant
Mr. Wright said the Board of Selectmen approved the draft letter (“DES Letter”) to be sent to all DES applicants and that the letter is now in final form and ready for use.

Mr. Wright made a motion that all applicants for a DES Shoreland Impact Permit, Complete Forestry Notification, and any state permits are sent a “DES Letter” from the Conservation Commission. Mr. Perrotta seconded the motion. All in favor.

OLD BUSINESS

Trail Map Committee
Mr. Perrotta reported to the Commission the status on updating the existing trail map. He said the Committee decided to revise/update the trail descriptions and insert the same as a single sheet inside the existing trail map. He shared the corrected trail descriptions with the Commissions.

There was general discussion about the best way to insert the new material into the existing trail maps, including adding a label, a stamp indicating the update, and stapling the insert to the map. It was decided that it would be best to fold the insert and place it inside the existing trail map without stapling it or affixing a label. Commissioners offered to assist with the task when needed.

There was discussion regarding how best to sell/give away the amended trail maps. Mr. Crickman said he favored giving them away. Other Commissioners preferred selling them at the current price of $1.00 each to cover the cost of printing the insert. Mr. Wright suggested bundling them in packets of 25 and selling the packets to local merchants at a discounted price, allowing the merchants to realize a profit. A final decision on the “sell/give away” question was tabled until the next meeting.  

Mr. Perrotta reviewed the Committee’s plans for issuing an announcement to the local media when the amended trail maps are ready for distribution. He said he intends to draft a press release announcing the new trail map and place it on the Town website, Newbury Update, Intertown Record and the media distribution list for Greenway.

General discussion suggested expanding the number of locations offering the amended trail maps to include the Appalachian Mountain Club, Lake Sunapee Protective Association, Sunapee Town Office, and the gym at Colby Sawyer College.

There was general discussion about possible printing costs for the insert. Ms. Holmes said she would talk with the Town office about helping with the printing and report back to Mr. Perrotta.

Ms. Holmes thanked the Committee for their thorough and diligent work.

Andrew Brook Trail
Mr. Perrotta requested an update on the status of the alternative entry to the existing Andrew Brook Trail resulting from the 75 acre land gift made to the Society for the Protection of New Hampshire Forests (SPNHF) the Goubert family.

Ms. Holmes said SPNHF is currently busy with other projects. She said that the result of the August 16, 2010 meeting between Brian Hotz, Director of Land Protection for SPNHF, and the Commissioners was to structure a “next step” strategy between the Town and SPNHF regarding a vision for the project, who would be responsible for what, and what kind of financial commitment is required.

Ms. Holmes noted that any financial expenditure would require a warrant article and that such an article will not be voted on this year and that Mr. Hotz indicated the project would require at least a year for planning, fund raising and completion.

Mr. Wright discussed the general costs involved in doing just the “rough” work and described the necessary steps involved before the projects reaches groundbreaking.

Ms. Holmes said she will talk with Mr. Hotz about the status of SPNHF’s ideas/proposal regarding the project and report back to the Commission at its next meeting.

CAP Newbury Elderly Housing Project Update
Ms. Holmes told the Commission that CAP has asked the Commission to comment in writing on the proposed CAP/HUD Newbury Elderly Housing Project. She asked the Commission to become familiar with the project by consulting the Project Book which is in the office of the Land Use Secretary. She said the Commission will discuss the project at the next meeting.

Mr. Unger made a motion to adjourn the meeting. Mr. Crickman seconded the motion. All in favor.

The meeting adjourned at 6:06 p.m.
